The unlabeled cars are coming to an end Spain, or at least, in Madrid where since 2022 they cannot circulate in some areas, something that will be repeated in 2023 with the M-30. And it is that, as of January 1, 2023, the veto on the most polluting vehicles will be extended to this new area of ​​the capital.

This is the second phase of the plan to turn the Spanish capital into a complete ZBE, where from 2025 no car that does not have a label will be able to circulate. Below we will discuss all the details you need to know about the cars that will not be able to circulate on the M-30 in Madrid in 2023:

Cars that will not be able to circulate on the M-30

From January 1, 2023 cars without a DGT label will not be able to circulate nor access through the aforementioned M-30, specifically it will be prohibited:

  • The complete M-30.
  • The central almond (inner area of ​​the city framed by the M-30).

For now, only the unlabeled cars will have this restriction. Therefore, motorcycles, mopeds, vans and trucks will be able to circulate without limitations on the urban highway. It is worth mentioning that this will be only for the cars that are not registered in Madrid.

This means that users who reside in any of the municipalities on the outskirts of the capital, and pay the tax there, they will not be able to access or drive along the entire M-30 if your car does not have a DGT label.

What are the cars that do not have a DGT label?

This depends on the Euro standard of the car’s engine, which can also vary if it is diesel or gasoline:

  • For the gasoline carsthese are those of Euro 3 or earlier regulations.
  • For the diesel carsthese are those of Euro 4 or earlier regulations.

If you have a car with a B or C label, but you don’t live in Madrid, you can still drive on the M-30. Since the restriction only applies to unregistered cars without tags in the capital, so regardless of where you reside, cars that have the B and C badge will be able to circulate freely in Madrid.

Although of course there are exceptions To this, for example, the ZBE Special District Center (Central Madrid) allows access only to cars with ECO and ZERO labels. But in the special LEZ of Plaza Elíptica, B and C can circulate without restrictions.

Fines for driving on the M-30

Since March 2022, the fines for circulating improperly through Low Emission Zones (ZBE) or if you do not comply with the restrictions of the anti-pollution protocols, it is 200 euros or 100 euros with prompt payment.

This is included in the new Traffic Law and the municipalities have to choose between this or maintaining the previous one. In the case of Madrid, it was decided to take the one dictated by the regulations.

It is worth mentioning that fines will not begin on January 1 as already happened this year with the first of the plan, even without detailing it by the council. Firstly, there will be a notice period so that users are aware of the measure, that is, they will be informed that they are committing an infraction, but they will not be penalized.

This is expected to last two months, and they would be starting the fines for March 1. However, this year, the extension was extended until May 2, a total of 4 months.

Improper access to the M-30

According to various media, the Madrid City Council is placing cameras in the M-30 and its accesses, this in order to control compliance with the measure based on registration control.


With regard to the interior of the M-30, access will continue to be monitored through photo-red cameras as well as by specific surveillance cameras with an OCR reader whose installation began in the third quarter of the year.

What cars without a label WILL be able to circulate on the M-30?

Although they do not have a badge, there are several vehicles that will not be prohibited from entering the M-30:

  • Cars without a label registered in Madrid. At least until January 2025, and as long as the circulation tax is paid in the capital, cars without a label may continue to circulate on the urban highway.
  • historic cars. In the case of cars and vehicles registered as historic, they may continue to circulate indefinitely, although with some limitations, such as that they may not always park on the surface.
  • Vehicles for people with reduced mobility. Adapted vehicles owned by people with reduced mobility are some of the permanent exceptions. Although, it is worth mentioning that you must register in the access management system to ‘Madrid Low Emission Zone (ZBE)’ and have the corresponding parking card.
  • emergency vehicles. Fire trucks and fire extinguishing trucks as well as emergencies and Armed Forces are exempt from this regulation.

The Madrid plan says goodbye to unlabeled cars


It is anticipated that as of January 1, 2025, no car without tag go around the capital whether you are registered in the city or not.
