It is made by Ministry of Transport, the of Interior and the General Directorate of Traffic (DGT), referring to specific road signs for personal mobility cars (PMV) like skateboards.
The RGC current was approved by the Royal Decree 1428/2003, of November 21, 2003, which indicated that “signage aims to warn and inform road users and order or regulate their behavior, with the necessary advance notice, of certain circumstances of the road or traffic”.
After two decades of that approval and on a par with mobility, both electric scooters and other VMP plus the rise of bicycles, requires a modification.
The project of Royal Decree adds the reasons in an article, a transitional provision, a derogatory provision and two final provisions.
Modifies the catalog of vertical road signs based on two volumes: volume I with all the signs and their definitions and volume II with their dimensions and internal images.
Below we show the most relevant:
Prohibition of access to personal mobility vehicles
The signal known as R-118 establishes the prohibition of access to personal mobility units, such as electric scooters.
Prohibition of access to cycles and personal mobility vehicles
The signal R-119 establishes the prohibition or access to some places of personal mobility cars (PMV) like bicycles.
Danger due to the proximity of one or more crossings for cyclists
will add the warning sign of danger due to the proximity of one or more crossings for cyclists (P-22a).
Obligation for cycle users to continue on foot
Adding a new mandatory sign for cycle users, indicating the sections where they can process their journey on foot (R-422).

will update the S-44, which indicates the end of a road intended for the circulation of cyclespersonal mobility vehicles and pedestrians with differentiated space.
There will also be new signs for cars, such as those that show the proximity to recharging points or those that regulate traffic according to their environmental label (R-120).
the sign of stop (it will be more modern and visible) next to those close to a school, to adapt “to the changes both in mobility and in the social, technological and cultural environment of recent years”.
A clear objective with an impact to be determined
The first objective is to “improve the ability to transmit messages and respond to new needs”.
The study carried out by Ministry of development a decade ago based on 3,800 Low-cost measures applied to Spanish roads indicated that “the conditioning of the signaling is one of the most effective measures”, So according to the data “it reduces mortality risk by 39% and pays for itself in an average of 2.5 years”.
“The approval of the changes outlined in the General Circulation Regulations does not imply any economic or budgetary impact on the Administration.”
This law must first be voted on in Congress before returning to the Chamber.
